Why Is a Certificate of Origin Needed?
Typically, authorities in the country you are importing goods from may require that the country of origin of the goods is verified by a Certificate of Origin issued in the exporting country. In that case, it is usually you as the exporting company who applies for a Certificate of Origin, although transport companies can also apply. Certificates of Origin are usually required for trade policy or statistical reasons.
You may also need an EUR1, a proof of origin, for the recipient to receive a customs reduction in the importing country. A goods certificate can be used regardless of the value of your goods. EUR1 is used in trade with countries that have preferential agreements.
A goods certificate A.TR is issued for exports in trade between the EU and Turkey for goods covered by the Customs Union Agreement.
